This five-story steel structure, named after former Federal Minister of Northern Development and creditor to naming Yellowknife, received a series of mechanical and electrical upgrades. The building's fifth and sixth floors plus penthouse were demolished to create a new penthouse. Additional air handling unit mechanical upgrades were conducted on the first four floors.
